Century Freeway Pre-Apprenticeship training Program. Women and minority training and hiring programs were an important result of the Final Consent Decree. The Pre-Apprenticeship Training Program was an 8 to 12 week “earn while you learn” course where participants were taught ironworking, carpentry, roofing, cement masonry, and other skills necessary to obtain entry-level construction jobs.
Through the cooperation between the Women’s Training Program, Caltrans, the Federal Highway Administration and numerous local unions, 4,055 people completed the Pre-Apprenticeship Training Program by the early 1990s (817 women and 3238 men). The placement rate was 77% for women and 96% for men.
