Willco Dump, near Normandie and Imperial. This was the site of one of the largest toxic waste dumps in the freeway’s path. The cost to remove these hazardous materials reached over $13 million.

This project also became a whirlpool of controversy over minority hiring practices and Caltrans’ procedures for awarding work contracts. For the first time State hiring plans were questioned under the stipulations of the Final Consent Decree as Caltrans and the Century Freeway Affirmative Action Committee (CFAAC) disputed how minority truckers were to be hired for the disposal of toxic waste.

As a result of this early episode the contract award process and affirmative action goals as established by the Decree were clarified.
